How does an online money transfer work?
Three things happen in order. The provider verifies who you are, the money is debited from your linked bank account, and once that debit clears the provider pays out the equivalent in local currency to the recipient. The exchange rate is fixed at the moment you confirm, so the recipient's amount is known up front.
Behind the scenes, regulated payment institutions hold and settle the funds. Their licences are what make it legal to move money between two countries, and their compliance checks are why you verify your identity once before sending.
